Abdul Rashid Malik – Director


Born on 20th of March, 1963 in the remote village Wanigam Tangmarg, Tehsil Gulmarg Kashmir, Shri Malik had his early Schooling in the Govt. Middle School Wanigam. He passed his 10th Class Examination in Govt. High School Chandilora, Tangmarg and Higher Secondary Part Two in Govt. Higher Secondary School Magam Kashmir and joined Amar Singh College Srinagar to complete his degree in Bachelor of Arts. Mr. Malik joined Kashmir University and completed 3 years LLB Honors. He joined the BAR at Munsiff Court Tangmarg in 1987 and shifted his practice to Srinagar High Court in 1993 till 1997.

Mr. Malik qualified Jammu & Kashmir Civil Service Judicial Examination through Public Service Commission by topping the list of successful candidates and came to be appointed as Munsiff, Judicial Magistrate 1st Class on 1st of December, 1997. He was promoted as Sub-Judge on 1st of December, 1999 and served as Chief Judicial Magistrate Kargil, Joint Registrar Judicial High Court of J&K, Chief Judicial Magistrate Budgam and Chief Judicial Magistrate, Sopore. He was promoted as District & Sessions Judge on 1st of March, 2008 and was posted as Principle District & Sessions Judge, Bandipora Kashmir. He also served as Registrar Judicial High Court of J&K, Secretary J&K High Court Legal Services Committee and Principal Secretary to Chief Justice High Court of J&K. He also served as Principle District & Sessions Judge Anantnag and Pulwama J&K. Mr. Malik is presently serving as Director, Jammu & Kashmir State Judicial Academy and Secretary, Juvenile Justice Committee, High Court of J&K.

Mr. Malik has keen Interest in Free and Competent Legal Services and Juvenile Justice. He has organized a number of Conferences on Rights of Children including free legal aid to women, old aged, disabled and marginalized sections of society as Secretary High Legal Services Committee in the years, 2010-11 & 12. Mr. Malik was part of 1st ever Roundtable Conference on Juvenile Justice in the High Court of J&K held on 9th and 10th of September, 2017. He compiled the Detailed Report on History, Evolution, Legislation and Implementation of Juvenile Justice (Care and Protection of Children) Act, 2013 & Rules, 2014 in the State of Jammu & Kashmir as on 31st of August, 2017. Since His joining as Director J&K State Judicial Academy on 11th of December, 2015, Mr. Malik has also organized about 45 Conferences, Seminars, Training Programmes, Refresher Courses and Orientation Programmes for Judges, Police Officers, Juvenile Justice Boards, Lawyers, Public Prosecutors, Food Safety Officers, Officers and Officials of Drug Control Department, Labour Officers and Officials, and Forest and Wildlife Officers to sensitize these Officers about their role and responsibility in order to sharpen their skills and ensure access to justice for all. Mr. Malik has deep commitment and passion for women, children, disabled and downtrodden sections of the society. His dream is that the goal of social justice as envisaged by the framers of the Constitution cannot be realized unless the women, children, disabled, poor and marginalized sections of the society are not taken on board and provided level playing field through free and competent legal services as most of them are not aware about their Constitutional Rights and even the Social Welfare Schemes framed by the Central and State Governments from time to time. Mr. Malik is also very passionate about the welfare, restoration and rehabilitation of children in conflict with law and children in need of care and protection. He has profound concept of different dimensions of Legal Services, Juvenile Justice which are an integral part of Social Justice, the ultimate goal of our Constitution.
